A

Active Farmer
Within the meaning of Article 9 of Regulation (EU) No 1307/2013 a natural or legal person or a group of natural or legal persons - regardless of the legal personality conferred by national law on that group and its members - whose holding is situated within the territorial scope of the Treaties within the meaning of Article 52 TEU in conjunction with Articles 349 and 355 TFEU and who exercises an agricultural activity. In order to be considered as such, the farmer must meet the requirements of Article 9 of Regulation (EU) No 1307/2013, as governed by Article 3 of Ministerial Decree No 6513 of 18/11/2014 and, pursuant to Article 1, paragraph 4 of Ministerial Decree No 1420 of 26/02/2015, verified and validated by AGEA with circular ACIU. 2016. 121 of 01/03/2016. A farmer is defined as “active” if he provides verifiable evidence, in the form requested by Member States, demonstrating any of the following situations: (a) the annual amount of direct payments shall be at least 5 % of the total receipts from non-agricultural activities in the most recent tax year for which such proof is available; (b) his agricultural activities are not insignificant; (c) his main activity or business purpose is the pursuit of an agricultural activity.

Administrative penalty
A reduction in the amount of support, which may extend to the entire amount, resulting in the exclusion of the entire amount of the application, pursuant to the Mipaaf Decree of 25/01/2017 and the regional implementing provisions.

Agricultural products
The products listed in Annex I to the Treaty, with the exception of fishery and aquaculture products. v) Primary agricultural production: the production of soil and livestock products, as listed in Annex I to the Treaty (TFEU), without further intervention to modify the nature of those products.

Application for Payment (DdP)
The application submitted by the beneficiary, following the granting of support, for the disbursement of the same in the forms allowed (advance payment, advance payment for progress of work (SAL) and balance).

Application for Support (DdS)
Application to participate in a given support scheme.

B

Beneficiary
A private body and, for the purposes of the EAFRD Regulation only, a natural or legal person responsible for initiating, or initiating and implementing operations.

Buffer zone
An area adjacent to the infected zone in which measures to eradicate the organism and all the measures necessary to limit the spread of the bacterium and to keep it free must be implemented.

Business plan
Mandatory technical document referred to in Article 19(4) of Regulation (EU) No 1305/2013.

C

Collective project
A project presented by Farmers'. Associations that provides for inter-company investments, tangible and intangible, in collective form, aimed at improving the profitability, competitiveness and sustainability of the farms of the members.

Commitments, Criteria and Obligations (ICO)
Elements related to the eligibility for support of sub-measures/operations to which beneficiaries must adhere from accession to the Notice until the end of the commitment period. These ICOs for the purposes of the VCM (Evaluation Controllability Measures - art. 62 EU Regulation n. 1305/2013) are broken down into individual Control Elements (CE). The CEs are detailed according to the timing of the control, the type of control, the sources to be used and the specific operating modes of execution of the controls (so-called control Active operator: a member of an Association of Producers that declares to participate in the project proposal and adheres to one of the Quality Regimes referred to in paragraph 3. 1 below.

Commitment period
Period of validity of the commitments entered into which is determined under the Submeasure.

Comitato di Sorveglianza
Il Comitato di Sorveglianza, istituito con Delibera di Giunta Regionale n. 3 del 21.01.2016, svolge le funzioni di cui all’art. 49 del Regolamento (UE) n. 1303/2013 e all’art. 74 del Regolamento (UE) n. 1305/2013, con nomina dei singoli componenti sulla base del Decreto del Presidente della Giunta Regionale n. 120 del 03/03/2016.

Containment Zone
Area of the infected zone about 20 km from the boundary with the buffer zone.

Contemporary forest
Stand characterized by the presence of trees that are the same age or that, more frequently, were born a short time later, so that the conditions in which they have grown, particularly with regard to competition, can be considered uniform (source: “Selvicoltura generale" P. Piussi, UTET). 
Uneven-aged forest: a vegetal stand in which all ages are represented, in theory, up to those of the oldest tree, with a number of individuals progressively decreasing with age (source: “Selvicoltura generale" P. Piussi, UTET).

Coppice
Is a form of forest management in which the formation of the new stand takes place through suckers produced by buds (vegetative/agamic propagation). This renewal allows the conservation of a genotype that has proved to be particularly suitable for a given environmental situation (source: “Selvicoltura generale" P. Piussi, UTET).  Composed coppice: is a stand where both forms of government (coppice and forest) coexist on the same surface (source: “Selvicoltura generale" P. Piussi, UTET).

D

Dedicated current account
Bank or postal current account in the name of the beneficiary through which all the financial resources necessary for the complete realisation of the investment must pass, both public (capital contribution/interest account) and private (own funds or funds deriving from bank financing lines). The use of this account allows the traceability of financial flow.

Delimited zone
Territory consisting of the whole of the annoying Xylella infected zone and the buffer zone. The latter strip is at least 10 km wide, around the infected area, as established by the Phytosanitary Observatory of the Apulia Region.

Development of agricultural products
The introduction of technologies and procedures aimed at developing new or higher quality products, opening up new markets, especially in the context of the short supply chain.

F

Farmer
For the purposes of Article 4(a) of Regulation (EU) No 1307/2013, “farmer”means any natural or legal person or group of natural or legal persons - regardless of the legal personality conferred by national law on the group and its members - whose holding carries on an agricultural activity and is situated within the territorial scope of the Treaties within the meaning of Article 52 TEU in conjunction with Articles 349 and 355 TFEU.

Farmers' Association
In the RDP Puglia 2014-2020 we mean farmers' association:

  • Producer Organisations (POs) and their Associations (AOPs), recognised under EU, national and regional legislation; 
  • Groups as defined in Article 3(2) of Regulation (EU) No 1151/2012, including consortia for the protection of PDO, PGI or TSG recognised under national legislation, in particular Article 53 of Law No 128/1998 as replaced by Article 14 of Law No 526/1999 where applicable; 
  • the producer groups indicated in Article 95 of Regulation (EU) No 1308/2013, including protection consortia recognised under national law, in particular Article 17 of Legislative Decree 61/2010 where applicable; 
  • agricultural management cooperatives and agricultural product processing cooperatives and their consortia; 
  • networks of enterprises, groups or bodies set up as joint ventures or joint ventures or associated forms with legal personality.

Farm booklet (FA)
An element which, within the SIAN, is responsible for collecting and sharing structural and lasting information relating to each farm.
In order to provide an organic and coherent structure of the information of a farm, the legislator, in Presidential Decree 503/99 and Legislative Decree 99/2004, has identified the technical and organizational model of reference constituted by the company file. The company file represents a homogeneous, aggregated and certified container of information that characterizes the farm, also based on the provisions of Presidential Decree 503/99.
It, in paper and electronic format (Presidential Decree no. 503/99, art. 9 paragraph 1), contains a summary of company data and is established within the register of companies (Legislative Decree no. 173/98, art. 14, paragraph 3). The paper format includes all the documentation proving the information relating to the company's size and is aligned with the computerised company file. The information relating to company data, company stocks and the driving licence, resulting from the company file, also constitute the reference and calculation basis valid for the purposes of the investigation procedures in all relations with the central or local public administration in agri-food, forestry and fishing matters, without prejudice to the right of verification and control of the administration itself (Presidential Decree no. 503/99, art. 10, paragraph 5).

Filiera corta
Filiera che non coinvolge più di un intermediario tra agricoltore e consumatore. La filiera corta, come definita dall’art. 2, comma 1, lettera m) del Regolamento(UE) n. 1305/2013 e dai documenti applicativi, è una filiera di approvvigionamento formata da un numero limitato di operatori economici che si impegnano a promuovere la cooperazione, lo sviluppo economico locale e stretti rapporti socio-territoriali tra produttori, trasformatori e consumatori.

Focus Area (FA)
Specific objectives of the Community's rural development policy which are covered by six general objectives defined as priorities.

Free area
Area of the regional territory north of the buffer zone where the bacterium Xylella fastidiosa has been found not to occur.

I

I.C.O.
Commitments, Criteria and Obligations related to the eligibility of submeasures for aid, to which Beneficiaries must adhere from the date of acceptance of the call for proposals until the end of the commitment period. For the purposes of the V.C.M., these I.C.O. are broken down into individual Control Elements (E.C.s.) detailed according to the timing of the control, the type of control, the sources to be used and the specific operating procedures for carrying out the controls (so-called control steps).

Infected plant
Refers to the plant with ascertained presence of bacterium.

Infrastruttura su piccola scala
Bene immobile costituito da opere, impianti e installazioni permanenti, per il quale sono previsti investimenti ricadenti nell’art. 45 del Regolamento (UE) n. 1305/2013 non superiori a 500.000 euro, riferiti alla spesa ammissibile indicata nella domanda di partecipazione al bando. 

Infected/symptomatic/malarial plant
Refers to the plant showing symptoms of infection caused by the bacterium of Xylella fastidiosa sub specie pauca strain Co.Di.RO.

Infection
The term refers to the presence of a pathogen (for example Xylella fastidiosa), within a plant present in an area or territory.

Information plan
Technical document containing a detailed programme of initiatives to be carried out to inform the addressees of Submeasure 1. 2 on specific issues indicated in the notices.

Inter-company exchange
Intervention consisting in the reciprocal exchange and sharing of knowledge and good practices between the companies receiving the aid, with respect to a series of identified needs relating to a given production sector, carried out within the regional territory; - Company visits: intervention consisting in the increase of the knowledge of the companies receiving the aid, with respect to a series of identified needs relating to a given production sector, through the acquisition of good practices developed by companies operating at European level.

M

Managing Authority (MA)
Represents the subject responsible for the effective, efficient and correct management and implementation of the Rural Development program and is nominated by the Regional Government.

Minimum environmental requirements in accordance with Article 6 of Regulation (EU) No. 807/2014
Afforestation and arboriculture plantations must be: - the selection of areas and methods to be used will avoid inadequate afforestation of vulnerable habitats such as peat bogs and wetlands and negative impacts on areas of high ecological value, including those forming part of high nature value agriculture (HNVF). On sites designated as NATURA 2000 sites under Council Directive 92/43/EEC and Directive 2009/147/EC of the European Parliament and of the Council, only afforestation consistent with the management objectives of the sites concerned and approved by the competent national authority shall be permitted; made up of polyspecific stands of broad-leaved or coniferous trees, according to local ecological conditions; made from native species and/or species well adapted to local environmental conditions; the selection of species, varieties, ecotypes and tree origins will take into account the need for resistance to climate change and natural disasters, as well as the soil and hydrological conditions of the area concerned and the potentially invasive nature of the species (see: list of the Ministry of the Environment: or their capacity to negatively affect human health; - in the case of naturalistic afforestation, carried out with both tree and shrub species, consistent with the forest types of the planting area, in a mixture of a minimum of 3 tree species or varieties of which: - at least 10% broadleaf for each afforested surface, or the least abundant of which covers at least 10% of the total afforested surface; - in areas with unfavourable pedo-climatic conditions (e. g. , in the case of a forest where the soil is not suitable for cultivation), - in areas with unfavourable pedo-climatic conditions (e. g. in the case of a forest where the soil is not suitable for cultivation), - in areas with unfavourable pedo-climatic conditions (e. g. in the case of a forest where the soil is not suitable for cultivation). In cases where it cannot be expected that the planting of perennial wood species will lead to the creation of a real forest area as defined, support may be granted for the planting of other perennial wood species, including shrubs among those listed.

Monumental olive tree recorded
Monumental olive tree plant officially recorded according to the Regional Law 14/2007, included in the lists of Monumental Olive Trees of Puglia. The advertising of the lists of monumental olive trees surveyed is guaranteed by the exclusive publication of the same in electronic form on the environmental portal of the region at this link.
The Apulia Region protects and enhances monumental olive trees, even isolated ones, as peculiar and characteristic elements of the regional history, culture and landscape. The monumentality character is attributed when the olive tree has a centuries-old age deduced from the size of the trunk of the plant, with a diameter of 100 cm or more, or from the proven historical and anthropological value by quotation or representation in documents or iconic-historical representations

P

Participatory local development CLLD - SLTP
Participatory local development directly contributes to the balanced territorial development of rural areas, one of the general objectives of rural development policy. It is implemented through community led local development (SLTP), a method to elaborate and implement local development strategies (OSH), based on the bottom-up approach; V. C. M. : Evaluation Controllability Measures - art. 62 EU Reg. n. 1305/2013.

Paying Agency (PA)
Body responsible for payments of transactions represented by AGEA (Agency for Agricultural Payments). AGEA is responsible for the implementation and definition of procedures for the collection and processing of payment requests, the execution and accounting of payments, the supply of technical, economic and financial data to monitoring systems, the performance of controls required by EU legislation, the presentation of the necessary documents in the time and in the form required by EU legislation, the accessibility of documents and their storage, collaboration in the definition of operational provisions.

Permanent pasture (Article 2(2) of Regulation (EC) No 796/2004)
Land used for the cultivation of grasses or other herbaceous forage plants, cultivated (sown) or natural (wild), and not included in the crop rotation of the holding for five years or more. The transformation of permanent pasture areas to other uses is prohibited in areas of recognised environmental value (Parks, Special Conservation Areas, Special Protection Areas, Sites of Community Importance); in addition, the transformation of meadows and natural pastures as identified by the Regional Territorial Landscape Plan (PPTR, approved with DGR no. 176 of 16 February 2015) is subject to the disciplines of the Plan (art. 66 Technical Regulations for Implementation PPTR).

Pilot project
Project that gives concrete answers to the enterprises promoting the experimentation and the verification of the applicability of technologies, techniques and practices in relation to the geographical and/or environmental contexts of the region. This intervention allows to verify and test process, product and organizational innovations already developed by the research but still to be contextualized in the productive realities and in the Apulian soil and climate environments.

Prevention
Implementation of phytosanitary measures to prevent or delay infection of the bacterium Xylella Fastidiosa.

Priorities
The objectives of rural development policy, which contribute to the achievement of the Europe 2020 strategy for smart, sustainable and inclusive growth, are pursued through six EU priorities for rural development as set out in Article 5 of Regulation (EU) 1305/2013, which in turn set out the relevant thematic objectives of the Common Strategic Framework (CSF) as set out in Article 10 of Regulation (EU) 1303/2013.

Programming document
Programma di Sviluppo Rurale (P.S.R.) 2014-2020 of the Apulia Region, approved by Decision of the European Commission n. Public notice
Formal act through which the Region defines the rules for access to public financing. The notice shall indicate, inter alia, the selection of projects submitted, the public funds available, the percentages of contribution, constraints and limitations.

Pure Artificial Forest
All the stand in question, including renewal, is introduced by man by sowing or planting seedlings produced in nurseries or obtained by vegetative propagation (rooted cuttings, micro-propagation) (source: “Selvicoltura generale" P. Piussi, UTET).

National Agricultural Information System.

Single Company Identification Number (CUAA)
The company's tax number to be indicated in any company communication or application sent to government offices.

Single Project Code (CUP)
The code that identifies an investment project for the Public Investment Monitoring System (MIP) to ensure transparency and traceability of financial flows.

SME
Includes Micro, Small and Medium-sized Enterprises. SMEs are enterprises which employ fewer than 250 persons and whose annual turnover does not exceed EUR 50 million or whose annual balance sheet total does not exceed EUR 43 million. 

  • Microenterprise: an enterprise which employs fewer than 10 persons and whose annual turnover or annual balance sheet total does not exceed EUR 2 million. 
  • Small enterprise: an enterprise which employs fewer than 50 persons and whose annual turnover or annual balance sheet total does not exceed EUR 10 million. 
  • Medium-sized enterprise: an enterprise which employs fewer than 250 persons and whose annual turnover does not exceed EUR 50 million or whose annual balance sheet total does not exceed EUR 43 million. 
  • Large enterprise: enterprise employing 250 people or more, with an annual turnover of 50 million euros or more or an annual balance sheet total of 43 million euros or more.

Standard production within the meaning of Article 5(1) of Regulation (EC) No 1242/2008 (hereinafter referred to as PS)
This is the normal value of the gross production of each plant and animal production activity. This value is expressed in Euro and differs on a regional basis (Annex IV of the Regulation). PS values are available on the portal of the Farm Accountancy Information Network (FADN).

T

Temporary Association of Purpose (ATS)
Temporary or occasional aggregation between organisations in which the participants are not all enterprises in the strict sense of the word; moreover, the mandate to the lead organisation is not necessarily given for participation in a public notice, but for the design, presentation, implementation and testing of a project. The essential feature is that one of the participating bodies (lead partner) is given a special collective mandate with representation vis-à-vis the financing body. The lead partner, therefore, assumes the mandate to submit the project, the responsibility and coordination of the reporting of the activities financed up to the end of the project, the signing in the name and on behalf of the association of the acts necessary for the implementation of the project, the responsibility and general coordination of the project, the right to collect the sums disbursed by the funding body (both on account and in full payment) and, finally, the general administrative coordination.

Temporary Business Association (ATI)
Temporary and occasional aggregation of companies to carry out an activity, limited to the period necessary for its completion. It arises from the convenience, for two or more companies, to cooperate with each other for the dual purpose, on the one hand, to guarantee the client the complete and professional execution of the work, and on the other hand, not to be forced to resort to the establishment of a joint venture or a consortium

Territorial consistency of the file
The totality of the surfaces, the cadastral identifications and the annexed management titles, as well as the buildings, where existing, including the aerial photogrammetric, cartographic and remote sensing data in the possession of the administration (Presidential Decree 503/99 art. 3, par. 1, letter f), as well as other characteristics of the territory such as: altimetric band, rotation, irrigation, etc.

Unit of Livestock Adult (hereinafter referred to as UBA)
Unit of measurement of the consistency of a farm, which varies according to animal species and age.

Utilised agricultural area (hereinafter UAA)
Area of the holding used for agriculture.

Vector
Annoying Xylella is transmitted through vector insects (Cicaline, Cicadellidae family) that with the mouthparts of the “pungent – sucking” type acquire the bacterium by feeding from the xylem vessels of infected plants and transmit it to the healthy ones. The Buzzards are a cosmopolitan family with high polyphagia and this aspect is fundamental for the study of the diseases associated to X. f. These vectors, nourishing with various modalities, (insects with phloematic nutrition), xylem and parenchymatics) of the lymph present in the pots of the infected plant, determine the rapid diffusion of the bacterium towards other healthy, spontaneous and cultivated plants.

Verifiability and Controllability of Measures (VCM)
Computer system made available by the National Rural Network, in order to ensure uniformity in the execution of checks and jointly evaluate the methods of execution of checks and correct compilation of the appropriate checklists.

X

Xylella fastidiosa
Is a non-sporigenous gram-negative bacterium belonging to the family of Xanthonomadaceae. The bacterium is characterized by a high genetic and phenotypic variability. In particular, pathogenic variants of the bacterium have been described, often host-specific, distinguishable in 4 subspecies. Xylella Fastidiosa is an aerobic bacterium, with xylem habitat, that is it multiplies in the xylem building vessels of the host plants, causing even lethal alterations of the infected plants due to the occlusion of the vessels and the consequent irregular lymphatic flow from the roots to the aerial apparatus.
