The local action group (LAG) should:
- be composed of representatives of local public and private socio-economic interests, in which no single group represents more than 49% of those entitled to vote;
- have an adequate operational structure capable of carrying out its statutory tasks.

The measure supports the administrative and accounting management activities related to the implementation of the local development strategy, as well as a widespread animation action on the ground.

Selection principles
The assessment of Submeasure 19.4 shall comprise a subdivision into macro-criteria, a minimum permissible score of 56 points and a maximum permissible score of up to 100 points, as defined for:
- territorial scopes, with a maximum score of 20 points;
- types of operations activated, specifically by structure and setting of the PAL, with a minimum score of 25 points and a maximum of 45 points;
- beneficiaries, as far as the structure of the Local Action Group - partnership is concerned, with a minimum score of 25 points and a maximum score of 45 points.
In the case of equal scores between several beneficiaries, priority will be given to those with the highest scores under the territorial criterion. In the event of further parity of points, priority will be given to proposals that require less public resources.
Eligible expenditure
Eligible costs are:
- management costs (animation and awareness-raising activities aimed at operators interested in the implementation of the operations provided for in the Local Action Plan);
- personnel costs;
- specialist advice;
- current expenses (miscellaneous utilities, consumables, rented premises);
- training costs for those responsible for and involved in the implementation of the local development strategy;
- costs for the purchase or rental of office furniture, machinery and equipment;
- costs of IT equipment;
- costs of participating in seminars, symposia and workshops;
- costs of monitoring and evaluating the local action plan;
- costs for insurance charges, bank charges and sureties, non-recoverable VAT;
- animation costs (organisation of conferences, seminars and other public events);
- cost of the information/promotional plan on the activities carried out and on the opportunities offered by the area and by the PAL (production and dissemination of information material, creation and updating of websites, publicisation of calls for proposals and initiatives).
Scope of support
Support will be guaranteed at 100%.
