Beneficiaries

Forms of cooperation eligible for funding: 

• groups of farmers; 
• producer organisations; 
• business networks. 

The candidate wishing to apply must submit a project containing: 

• analysis of the local market; 
• a description of the activity to be carried out with the attached results; 
• the list of actors involved; 
• the timing of the event; 
• the distribution of activities among the participating entities; 
• an indication of the overall budget and its destination; 
• the description of the training activities.

Objectives 

The submeasure promotes: 

• processes of commercial internationalization of the agri-food chains; 
• processes of aggregation of agricultural enterprises; 
• creation and consolidation of short supply chains, rural circuits and networks; 
• projects aimed at promoting local markets; 
• environmental sustainability of production conditions; 
• new products and/or production processes. 

Selection principles

The assessment of submeasure 16.4 shall be divided into macro-criteria, shall have a minimum permissible score of 40 points and shall have a maximum score of up to 100 points, as defined for:

• type of operations activated, up to a maximum of 80 points, which in turn are differentiated as follows:
  • quality of the project and of the interventions: this criterion takes into account the peculiarities of this design and meets the needs indicated in the general description of the Measure (minimum 23 - maximum 50 points);
  • territorial dimension of the project: this criterion takes into account the representativeness of the territory covered by the project on the basis of the number of participants and the extent of the territory managed by them (max 30 points).
     
• beneficiaries, for a maximum score of 20 points, specifically:
  • quality and composition of the partnership: this criterion takes into account the relationships between the various actors of the territory concerned through which the cooperation between the actors is implemented, to ensure the achievement of the environmental objectives of the project.

The territorial scopes are not relevant for the attribution of the score. 

Eligible expenditure 

Eligible costs are: 

• studies/projects; 
• the operating costs of the cooperation; 
• costs of promotion activities for products, the local market and the short supply chain (direct cost). 

Scope of support

The support will be 100% guaranteed.
