Paying Agency

The body responsible for the payments of the transactions is the Agency for Agricultural Payments (AGEA). 

AGEA has the following functions: 

  • implements and defines the procedures for the collection and processing of payment requests, execution and accounting of payments 
  • provides technical, economic and financial data to monitoring systems 
  • carry out the checks provided for in Community legislation 
  • submit the necessary documents within the time limits and in the form laid down by Community rules
  • allows the accessibility and preservation of documents 
  • collaborates in the definition of operational provisions

Certification Body

The Certification Body, pursuant to art. 9 of Regulation (EU) no. 1306/2013, is a public or private auditing body, elected by the Member State and responsible for: 

  • verifying that payments to final beneficiaries and final recipients are made in full and in a timely manner; 
  • ensure that the Paying Agency (Agency for Agricultural Payments) makes timely recovery of irregular payments; 
  • prepare and send to the European Union and the State the certificates of public expenditure and the declarations of total expenditure actually incurred, as well as the related payment requests. 

The Certification Body verifies, to guarantee the correctness of the documents, that they relate to expenses: 

  • actually incurred during the eligibility period and documented by means of invoices, receipts or other accounting documents of equivalent value or proving expenditure; 
  • relating to operations selected on the basis of specific criteria; 
  • carried out in accordance with the Community framework throughout the reference period
  • concerning Measures/Operations involving aid schemes formally approved by the Commission or adopted under the "de minimis". 

The Certification Body verifies the adequacy of the systems.

Evaluation Body

The Evaluation Body, pursuant to Articles 67, 68, 76-79 of Regulation (EU) No 1305/2013 (insert link), is independent from other bodies involved in the implementation of the RDP and carries out, in three phases, the following activities: 

  • ongoing evaluation on a multi-year basis: it analyses the development of the RDP in relation to its objectives by means of result and impact indicators. Provides a summary of the activities reported in the monitoring reports, with the aim of improving the implementation of the RDP; 
  • mid-term evaluation: it collects, at the mid-term of the programming period, all the results obtained during the “ongoing evaluation", the degree of use of resources, the effectiveness and efficiency of the Programming, with the aim of measuring and improving the quality of the implementation of the Programme; 
  • ex-post evaluation: it analyses long-term impacts also through the answers to the common evaluation questionnaire for rural development and identifies the factors of success or failure, also noting the good practices obtained. The deadline is set in the Regulation for 2023.
